Eight days from now, Apparel Textile Sourcing Canada opens in Toronto. And the timing could not be more significant. This week, Prime Minister Mark Carney suspended trade negotiations with the United States after last-minute changes in U.S. proposed terms that he described as “unfair, uneconomic and calling into question the reliability of any deal.” Canada and the U.S. are now operating under mutual 50% tariffs on apparel with no active path to resolution on the table.

What the Tariff Situation Actually Means for Canadian Buyers

Since August 19, the U.S. has imposed 50% duties on Canadian apparel under the Section 338 Tariff Act of 1930, the first time that law has ever been invoked this way. Since September 8, Canada has responded with matching 50% surtaxes on U.S.-origin apparel. Both measures apply regardless of CUSMA compliance status. The trade agreement that Canadian buyers have relied on for duty-free access is effectively sidelined for finished apparel moving in both directions across the border.

The Canadian Apparel Federation is working with U.S. counterparts to push for an apparel exemption. That exemption has not happened. Negotiations are suspended. And the buyers who were still planning around a negotiated resolution need to start planning around the reality that exists today instead.
